tor-weather is spamming the tor-commits list

someone signed up to weather.tpo using the tor-commits@lists.torproject.org email address, and now weather-01 is spamming thousands of emails to eugeni, which means each tor-commits subscriber is getting thousands of emails.

as of right now, i've disabled postfix on the weather-01 box, so weather.tpo won't be able to send emails.

tpa and the tor-weather team will need to work to find a solution to make sure this can't happen again. email confirmations are usually enough, but because someone signed up with the tor-commits address, anyone subscribed to that list can click the confirmation link and start the email-pocalypse.
