Torflow Measured=N value does not update for overloaded relays returning HTTP 503

symphony started heavily throttling bandwidth one week ago and is now extremely overloaded and practically unusable. The consensus weight has not dropped at all.

The bandwidth authorities are serving up highly outdated measurements. Current authority votes:

longclaw w Bandwidth=964 Measured=50800

maatuska w Bandwidth=964 Measured=89400

gabelmoo w Bandwidth=964 Measured=1

moria1 w Bandwidth=964 Measured=97400

Faravahar w Bandwidth=964 Measured=1
