Release Onionspray Ansible Role 3.0.0

Description

Launch Onionspray Ansible Role 3.0.0 once the milestone is complete.

Originally part of #1 (closed), but split into a separate ticket for convenience.

Tasks

• Make sure the ChangeLog is up-to-date.
• Review.
• Make a release (3.0.0).
• Setup a GitHub repository at https://github.com/torproject/onionspray-role.
• Setup automatic mirroring from this repository into https://github.com/torproject/onionspray-role.
• Consider inclusion at the Ansible Galaxy. Check onionprobe-role#3 (closed) for the additional procedure.
• Announce int the Forum, using the onion-services-announce tag.
