Pin EOTK to an specific version/commit at the BC instances

Pin EOTK to an specific version/commit at the terraform-aws-bc-eotk.

This ensures any update on EOTK won't break the system. In the other hand, it may be harder to maintain.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
