Onionprobe testbed using TPO onion sites

Integrate Onionprobe into Tor's Prometheus instance to monitor https://onion.torproject.org sites (and optonally other .onions for comparison).

This could not only helping Onionprobe development but also be a test environment for monitoring the quality of service of onion services maintained by Tor.
