Corrupted lintian installation

Description

On debian CI jobs, lintian is reported to be installed, but it's not: example.

Tasks

• Refactor CI jobs for Debian-like systems, splitting package creation from QA.
• Build a MRE (Minimal Reproducible Example) for the issue, in a separate repository: lintianer.
• Ask for help, maybe from TPA.
• Find out whose upstream this issue belongs to: base-images.
• Fix lintian installation on the debian CI job. Done at !95 (merged).
• Report the issue upstream. Reported at tpo/tpa/base-images#21 (closed).
