Support for User-Agent HTTP Header

Implement configurable support for the User-Agent HTTP Header, so users can customize if (and which) user agent information they want to submit at each request.

As an example, this is useful for filtering out Onionprobe requests when gathering page count statistics on Onion Service sites.
