Assess GitLab Ultimate Feature Set for rollout planning

Goal

Review and evaluate GitLab Ultimate features to identify which are relevant for rollout within the organization. This can be used to spawn the feature-focused sub-epics.

• Compile list of GitLab Ultimate features
• Compare against current usage/org needs
• Propose initial set of feature-focused sub-epics to create
• Note blockers, or unclear features that need further exploration
