Proposal: Standardize labels for products and platforms at the TPO group level

At present, we have the following product labels at the TPO group level:

• Browser (this is supposed to be for "issue[s] ... that need work from the Applications team", but gets used as a product label instead.)
• Onion Services
• Onionshare
• Tails
• VPN

The following platform labels at the Applications group level:

• All platforms
• Android
• Desktop
• Linux
• MacOS
• Windows

And a new group of scoped platform labels at the Applications group level, created by @morgan:

• Apps::Product::BaseBrowser
• Apps::Product::MullvadBrowser
• Apps::Product::RBM (Reproducible Build Manager)
• Apps::Product::TorBrowser
• Apps::Product::TorBrowserBuild
• Apps::Product::TorVPN

It would be very useful for the UX Team (and potentially others) if we could come up with a single, global taxonomy for product and platform labels so that we can use the same labels across different projects.
