Our goal with this project is to ensure that human rights defenders, journalists, activists, and other marginalized people have a safe, secure experience on the Tor network by reducing malicious relay activity and improving the health of the network. To accomplish this we will:
1. Implement expanded network monitoring system and tools.
1. Establish community-driven behavioral agreements and consequences for relay operators.
1. Make the Tor network more able to resist relay attacks.

## Conjure Phase II (173) (COMPLETED)
The Conjure Project aims to strengthen Tor’s ability to function in increasingly restrictive Internet environments by transitioning Conjure from its current MVP stage to a deployable, real-world solution.
