To do so, we will increase the capacity of specific types of pluggable transport + bridge combinations that are harder for the government of Turkmenistan to block. In this case, we will use bridges with meek pluggable transports, a mechanism that uses content delivery networks (CDNs) to make Tor traffic look like the user is using a major website.

For example, meek-azure uses Microsoft Azure and makes the user’s traffic look like they are visiting a Microsoft website. Meek bridges have so far remained unblocked by the Turkmenistan government. To achieve this Objective, we will also research other CDNs similar to Azure, like Fastly and Akamai, to determine which ones are not blocked in Turkmenistan and deploy new meek bridges that use these CDNs. Throughout the project we will monitor the reachability and functionality of these bridges for people in Turkmenistan.

Outside of this project but as part of another grant, we will simultaneously be investigating how the Turkmenistan government is blocking Snowflake, another kind of pluggable transport and bridge option. Once we learn how the government is censoring Snowflake and can defend the system from this censorship, we believe that we can migrate users to this style of bridge and that ultimately Snowflake bridges alleviate the need for meek bridges.
