add regression check for the garbled po output

we have fixed (or rather, worked around) the garbled po output bug in lektor (tpo/web/team#12 (moved)) by downgrading our build containers. but we should make sure this bug never returns by adding a stage: test check that actually greps the output directory for that garbled text and crashes noisily, blocking deployments, if it does.
