Reboots should check if mandos checker is disabled

When rebooting a physical machine, sometimes the checker on mandos-01 is in the DISABLED state and this prevents the reboot operation from completing successfully.

It would be great if the reboot script would verify this before shutting down the machine, to allow the operator to re-enable the checker and this allow the machine being rebooted to receive its FDE credentials when booting.
