Cannot fork repositories

When I try to fork Git repos through GitLab (e.g. https://gitlab.torproject.org/tpo/web/tpo/-/forks/new) to my account's namespace I get "Limit reached You cannot create projects in your personal namespace. Contact your GitLab administrator.". Consider yourselves contacted!

Maybe this is another instance of #118 (closed) (i.e. I lack some permission)?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
