The templates are per project. I will add them to the projects that makes sense and then people can edit it if needed. There are some projects that really need templates for issues right now.
it's pretty similar, but the "Steps to reproduce:" part has an explicit markup for the numbered list. i also added an "Environment" section that hints the users at providing information like version numbers, operating systems and self-diagnostics (if any). For example, some software I wrote bundle the test suite inside the program so I advise users to run (say) feed2exec --selftest when reporting the bug, to see if the bug can be reproduced with the test suite.

A minor thing here I think is the "_" in the file names. I think it's OK to have the files be called things such as "Bug Report" and not "bug_report". I know developers sometimes are a bit against spaces in filenames, but it's a fully supported feature these days :-)
Do we want each project to pick these templates up from your sandbox and modify them for their own needs?
I will be adding the templates everywhere and people can edit it for their own needs there. I'm working on something else this week that needs to be sent on Monday. I will pick up this ticket after that.
