move gitlab project back into tpo/tpa/team

in #10 (closed), we decided to use labels to split projects in the tpo/tpa team.

yet at some point a gitlab project was created here to follow issues with the migration. that seems like a contradiction.

either we should revert the decision in #10 (closed) and split tickets in subprojects (somehow), or we should not have subprojects unless we really need to (e.g. if they have a git repository, which the gitlab project doesn't have).

this discussion came out of #12, where it was identified we couldn't build a final redirect map until we made up our mind about the ticket moves.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
