No playbook in email alerts

@lelutin mentioned adding the playbook to the email alerts 3 months ago. To weeks ago I added playbooks to the rdsys alerts. But I don't see them in our recent alerts, for example this one from last Saturday: https://lists.torproject.org/mailman3/hyperkitty/list/anti-censorship-alerts@lists.torproject.org/thread/Y3ZOBOWTPBKASHUN4F4VP5OLR7EOHMOQ/

While it looks like the text was updated from my changes, so it looks like my changes are taking into account but still the playbook is not present in the emails.
