Renovate is Using Unexpected Golang Version During Dependency Update

Renovate is using a version of Golang toolchain(1.17) that is less than what snowflake support(1.21) as shown here: tpo/anti-censorship/pluggable-transports/snowflake!186 (merged)

According to https://docs.renovatebot.com/golang/#go-binary-version , it is supposed to use the most recent version of go binary. Please try to use an more recent version of go binary at least for snowflake.
