Add to network experiments page entry for enabling congestion control

While we are rolling out congestion control it's worth adding an entry that explains that congestion control is enabled in the network. It is already visible on the advertised bw graph:

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
