Mark the congestion control experiment as over

The network is to the larger part on 0.4.7.7 now and both the majority of directory and bandwidth authorities have upgraded to it as well (and bwauths are on sbws 1.5.2 as well). Time to mark the congestion control experiment as over.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
