Mark weather.torproject.org incident as resolved

Now that tpo/network-health/tor-weather#57 (closed) landed and the changes got deployed we can mark the latest Tor Weather incident as resolved.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
