Disable ikiwiki CGI support on the staging website

We don't need it there so all it does is unnecessarily increase our attack surface. I suppose templates/website/ikiwiki.setup.erb should use a with_cgi boolean parameter or similar, that tails::weblate::staging_website could disable.
