Rotate Whisperback onion address

Initial plan, to be confirmed:

• Create a new onion address and make it work in parallel with the current one
• Replace the current address for the new one in tails.git → tails!1496+
• T:Wait for at least some releases, maybe for 1y!
• Shutdown the old address
