Add 2FA to weblate

Apparently there will be built-in 2FA support soon, see: https://github.com/WeblateOrg/weblate/issues/1681

We can also, and this may even be a better option, use oauth2 to have weblate authenticate to gitlab.

2FA should be mandatory for all reviewers and superusers.
