talkback: post the correct Git commit

In puppet-tails.git/templates/jenkins/wrap_test_suite.epp we see that it sets the Git state to UPSTREAMJOB_GIT_COMMIT, so that commit is what should be reported, not GIT_COMMIT as is currently the case.
