Retire isobuilder*.lizard

We've not used these 4 VMs since a while and on https://gitlab.tails.boum.org/tails/tails/-/issues/20001 we determined we have no plans to start using them again, so please delete them.

I've already deleted the corresponding agents in the Jenkins UI.

Hoping the extra disk space and perhaps more importantly RAM can help better meet more important needs 😄

• cleanup Puppet code → puppet-code!33
• stop the VMs
• remove certificates from Puppet
• deactivate nodes in PuppetDB
• delete VMs and their LVM volumes
