Please create tor-board ML, and decommission tor-directors ML

Please create a new mailing list, tor-board at lists.tpo .
It should not be archived. It should not be public. Non-members should not be able to post. It should be closed to subscribers.
Name: tor-board Description: Tor project board of directors. List maintainer: ssteele@torproject.org .
(I figure she will need to learn how to do this sooner or later; the board may want to select another maintainer later on.)
This mailing list will replace the old tor-directors at lists.tpo; please decommission the tor-directors list in whatever way is best.
