Find a way to decouple external prom/grafana configuration from puppet

I think we should have a way to keep prom/grafana config files out of puppet and into a separated git repository that people can access otherwise the process of adding an endpoint to prometheus will always be somehow "painful" for contributors that do not have puppet access/knowledge.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
