make ldap account for tariq

We should make it so Tariq can maintain the research-web git.

The original hope had been to move the git over to gitlab, because then he only needs a gitlab account plus the right permissions.

But then in talking to ahf and gaba, we concluded that they don't want to officially move any git repos over yet. That almost froze me in place, but I have managed to unwedge myself here by deciding that we should make a real ldap account for Tariq.

This would be similar in access/privileges to the one we made for Eugene Vasserman when he was helping to maintain the anonbib git repo. Access to the usual machines like people.tpo is fine too.
