Install some packages on tb-build-01

For tpo/applications/tor-browser-build#40196 (closed) we need the following packages installed on tb-build-01:

libdatetime-perl
libemail-sender-perl
libemail-simple-perl
libfile-type-perl
libxml-libxml-perl
