Prepare for Web Hosting on arti.torproject.org

Hello!

As part of the big transition towards Arti, we are going to create a place where current and hopefully upcoming contributors can find news and information about the Arti development project efforts. The network team and the comms team would like to have a place where we can host entirely static web content about the Arti project.

I know we cannot do Gitlab CI pages with custom domains yet, so we may have to live with a slightly more complicated sync setup at first, but ideally at some point it would be awesome if it can be run via Gitlab CI and Gitlab Pages :-)

Is this something we can do? We don't have the page yet, this ticket is just to prepare for it and start the discussion.
