Evaluating cdr.link service

As part of evaluating a future replacement of RT service, the Community Team would like to test cdr.link. We're specially interested on testing the Telegram user support for Tor users.

We have a testing instance provided by The Guardian Project, but because it's a shared resource, we can't edit or create templates to answer users. This feature is very important for us right now. For example, we have answered 2k users in Russia and 500+ users in Kazakhstan using templates.

Here is an evaluation and testing plan:

• Set up a cdr.link testing instance, so we can create/edit templates. It doesn't need a .org domain or a new tpo email.
• Limit the support channel to Telegram and only for Russian speakers.
• Evaluate the usage till the end of the Rapid Response Fund (Sponsor 125 - April 2022).

If cdr.link instance works well and we all agree that we should replace RT, then we can discuss including it to sponsor work (Sponsor 9 proposal - June 2022 - June 2023).
