Set DNS record for snowflake.torproject.net to temporary staging server

Don't do this just yet--I'd like it to happen tomorrow, 2022-01-25, say between 15:30 and 18:30 UTC, so members of the anti-censorship team can be online in IRC to deal with any unexpected problems. If that time frame is inconvenient, just let me know and we can schedule a different time.

If anything does go wrong, the immediate mitigation plan is to switch the DNS records back to their previous values.

As with #40594 (closed), we expect to be finished with the upgrade and be able to restore the original records by 2022-02-04.
