Deploy the bridge scanner

We need to deploy onbasca, a bridge scanner that communicates with rdsys via Web and might replace bridgestrap in the future (tpo/anti-censorship/rdsys#150 (closed)). It needs python, other python packages and postgres.

If deployed in a different vm as polyanthum, we might need to create a tunnel because atm there's no any authentication mechanism.
