Upgrade userdir-ldap to Python 3

Currently it's not possible to fully integrate a Debian bookworm machine (such as forum-test-01) into the fleet because userdir-ldap requires Python 2.7, and it's been removed from Debian.

Please port userdir-ldap to Python 3.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
