announce gitolite/gitweb deprecation to the community

in #41180 (closed) we decided to migrate fully to GitLab, make people aware.

there will be a banner on the site (#41211 (closed) ) but we should also do an email announcement.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
