Create a `lox` user on rdsys-frontend-01
On the rdsys-frontend-01 machine, we're going with the plan to create a user per service and setup systemd for that user (see tpo/anti-censorship/rdsys#167 (comment 2943424))). We're planning to deploy the lox distributor and would like a user for that service.
