add ubuntu noble/oracular builds to deb.tpo

While we weren't looking, a new Ubuntu came out, named Noble. It will eventually be their LTS but that might not have happened quite yet.

I see on https://deb.torproject.org/torproject.org/dists/ that we don't have a "noble" listed.

Is it a matter of adding new build VMs? Or otherwise building for that new target?
