harmonize autovoice across irc channels

@ahf points out that we have become inconsistent in which oftc groups have autovoice on our various irc channels, or in some cases whether channels are even set to autovoice.

I'm going to use this ticket to leave a papertrail as I try to unify our behavior a bit more.
