expose alertmanager

there's something wrong with silence management in karma, and we suspect it might be related to the alertmanager only being available on localhost.

it's also possible that it's because of our clunky authentication, in which case we would depend on #41636 (closed) first, but let's try to expose the alertmanager first. if it doesn't work, let's file a ticket to address the silence issues directly.
