migrate our schleuder services to tails' schleuder server

as part of TPA-RFC-71 (#41778 (closed)), we have decided to move our remaining schleuder lists to the tails schleuder server, consolidating those in a single place. this will allow us to upgrade eugeni more easily (#40694 (closed)) and remove that piece of legacy from our infra.

task list:

• experiment with hosting a torproject.org list on the tails server
• migrate the test list to confirm this works
• schedule a maintenance window for migrating the remaining list
• migrate the list
