needrestart prometheus check missed bacula-director-01 server

icinga is currently warning about this:

Services:
- prometheus-bacula-exporter.service

yet needrestart_processes_with_outdated_libraries is zero everywhere.

it also missed this:

WARN - Kernel: 5.10.0-32-amd64, Microcode: CURRENT, Services: 2 (!), Containers: none, Sessions: none
Services:
- ovs-vswitchd.service
- ovsdb-server.service

on the gnt-fsn cluster.

we should have been alerted about this.
