Create an inhibition for OutdatedLibraries if NeedsReboot is already firing

Outdated libraries and NeedsReboot can somewhat show doubled information. If we need to reboot a host, we'll fix the outdated libraries by doing so, so we can silence the alerts for outdated libraries if we also need to reboot the host.
