evaluate instance sizing

In the blue book guide, I found a really interesting set of calculations for instance sizing analysis that checks how much memory is used per instance and whether or not it's appropriate over time.

This could allow us to scale VMs up and down before outages occur or to free up some space for others.

it requires writing some recording rules, however: I couldn't make it work just by expanding those queries.
