TPA-RFC-86: Merge Tails' and Tor's authentication mechanisms

Tor and Tails currently have different authentications systems:

Tor: LDAP for user definition
Tails: hiera for user definition, puppet-rbac for access control, gitlabracadabra for GitLab ACL enforcement

We need to assess both systems and converge on something.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
