create some buckets and accesses for metrics to test the minio server

in #41450 we're looking at moving collector to minio, a good first step would be to give a test account to @hiro so she can start doing some tests, with the understanding that the service is not fully operational yet (lacking backups, see #41415).

i made a user for hiro so she can create her own buckets and access keys as she sees fit, being TPA and all.

@hiro, let me know if that works for you or not, happy to do a more guided process if you prefer... you're our first guinea pig on this one, so feedback would be extremely valuable on this process!

Ok I am finally ready to test but can't login into minio because I am not in tpa anymore.

i've opened up the firewall to port 9090, you should be able to reach https://minio.torproject.org:9090/login when jumping through one of the jump hosts (closest to you is probably ssh-fsn.torproject.org AKA people.tpo AKA perdulce), instructions updated in the wiki:
