Setup Ansible Galaxy Namespace including admins from TPA

I'm about to request the torproject namespace on Ansible Galaxy, so we can publish roles and collections (example).

In order to avoid tying this namespace to a single account, we could provide a list of Galaxy users to be set up as admins on this namespace.

Initially, I would request admin access for myself and @ahf, but it would make sense to have at least one admin from TPA.

To do that, the following steps needs to be done:

• Log in to Ansible Galaxy using GitHub, which will then create a user account there.
• Providing me the Galaxy username, so I can proceed filling the request.
