Merge Tor and Tails Weblates

This is currently mapped to happen in 2028, but I'm creating this issue as a placeholder so we can start coming up with a plan.

Decide between self-hosted or not and come up with a plan
Determine who are the service admins that should keep an eye on monitoring (eg. failures in the integration script)
Migrate the "Translation Platform Team" secrets away from keyringer
Forward the contact address (currently weblate@tails.net, but may change in the future) to Weblate admins

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
