create an account for ebanam

in #41966 (closed), @gus found a bunch of people bouncing around RT, and one of them was @ebanam.

i checked, and @ebanam doesn't have an LDAP account. this wasn't done at first (https://gitlab.torproject.org/tpo/tpa/team/-/issues/41129), but i don't see why, so...

let's fix this.
