Use docker for victoria-metrics instead of the debian package

We have been testing victoria metrics for a few years now and it seems like it is working nicely for metrics. I have noticed though our package is outdate and we are a few versions behind:

I have some FOMO knowing that we are running something that is 2 years behind current version, this means we aren't getting latest upgrades and optimizations. I am not even sure we would ever get any update or if the package will be maintained long term. It would be nice if we could use docker instead of the package, so we would get the latest release.
